You are Looking at a Brand New pair of aftermarket Gas Caps for Harleys. The gas caps are a pair  made by Regency and fit models from 1982 thru 1995. They are Screw-in style gas caps and have a ratcheting mechanism that prevents over-tightening. They are made of DieCast and have a left side cap (non-vented) and right side (vented).
